We call it the Pivot Take Down.  The Japanese term for the technique which is used in Ueshiba's brand of aikido could be called Shiho Nage (or Four Directions Throw).

Note the cuts... He cuts down, He cuts up, He cuts down again.  Pivot Take Down (Shihonage) is straight out of sword culture, but you can really see the ‘cuts’ here.  He also uses shiho nage movement principles to extend out into other techniques; some are a bit questionable in my mind.
